The Key Employee Initiative (KEI) is a scheme launched by Identity Malta providing a fast track working and residence permit to highly specialised non-EU nationals who are seeking employment in Malta. The aim of the KEI is to facilitate the approval of a work permit application to prospective employees by issuing a work and residence permit within a period of five days from the submission of the application.

In brief, the Key Employee Initiative facilitates the issue of work and residence permits to highly technical or managerial non-EU applicants in Malta. This ensures that such applicants commence their employment as soon as possible.

Key Employee Initiative Malta (KEI) Eligibility

The Malta Key Employee Initiative is open to managerial or highly technical positions which require a certain degree of qualifications or experience relating to the post being offered by the employer.

What are the requirements to apply for the KEY Malta?

  • Receive an annual gross salary of at least €30,000 yearly
  • Provide copies of the relevant qualifications or work experience
  • Provide a declaration by the prospective employer confirming that the applicant has all the necessary skills and qualifications to perform the duties being assigned

The Malta Key Employee Initiative is also offered to innovators who are relocating to Malta and whose start-up projects are also endorsed by Malta Enterprise.

Key Employee Initiative Malta (KEI) Application Process

Applicants can apply under the Malta Key Employee Initiative either while still residing abroad or when in Malta.

What documentation is required to apply for the KEY Malta?

  • Identity Malta Application Form endorsed by the employer with an official stamp
  • Identity Malta Registration Form
  • Full copy of the applicant’s passport
  • Covering letter signed by the employer explaining why the vacancy is necessary and stating that the applicant has the necessary experience and qualifications to perform the role assigned
  • Employment contract signed by the applicant and the employer showing a minimum annual gross salary of €30,000
  • A signed curriculum vitae of the applicant
  • Certified copies of relevant qualifications together with recognition from the Malta Qualifications Recognition and Information Centre (MQRIC)
  • Health Insurance Policy
  • Property purchase agreement or Lease agreement making reference to the applicant
  • Jobsplus declaration of suitability
  • The applicant must also pay an application fee of €280.50 to Identity Malta

KEY Employee Initiative (KEI) Timeframe

Residence permits under the Key Employee Initiative are issued within five (5) working days from the date of submission of the application. The applicant is not required to be in Malta to submit the application and we can assist with the application process.

Key Employee Initiative (KEI) Residence Permit

The residence permit issued to approved applicants will be valid for a period of one year. This may be subsequently renewed for a longer period for up to three (3) years provided that the applicant submits a valid definite or indefinite employment contract and an original annual tax declaration form which is stamped by the Inland Revenue Department (IRD). Applicants may proceed with a renewal application ninety (90) days prior to the date of the residence card expiry date. Key Employee Initiative residence permits can only be renewed if the current permit is still valid.
